The General Election Commission (KPU) RI confirmed that the Information Recapitulation System (Sirekap) will still be used for the upcoming 2024 Simultaneous Regional Elections.

“We will use Sirekap for the regional elections with improvements. We learned from the 2024 Election and will make enhancements for the 2024 Regional Elections,” said Betty as reported by Antara on Wednesday (29/5/2024).

KPU RI Chairman Hasyim Asy’ari said that the Information Recapitulation System (Sirekap), claimed to be a vote counting aid during the 2024 Election, will be used again for the 2024 Regional Elections. Since the election and regional election models differ, a new design is being developed. “Sirekap is planned to be used for the 2024 Regional Elections because it was first used in the 2020 Regional Elections. The design and other aspects are being prepared,” said Hasyim at the DPR RI, quoted on Thursday (16/5/2024).

According to him, transparency is one of the principles of election or regional election implementation. Therefore, the KPU must design to actualize this principle. “Previously, Sirekap was designed to publish photos of the C Result form. Therefore, we are obliged to publish the vote results starting from the polling station level,” he explained.

“Technically, I ask KPU friends at the provincial, regency/city levels to always coordinate with local governments, the military, police, prosecutors, and courts, so that in carrying out their work or tasks, the election organizers can work well,” said Hasyim

Usually, the Pilkada is conducted twice, namely the local implementation and the dispute route at the Constitutional Court (Mahkamah Konstitusi). “Usually, if the Pilkada is conducted twice, it means what? That means initially held locally, and then at the MK,” stated Hadi while giving instructions in the Coordination Meeting of the 2024 simultaneous Pilkada organizers in Makassar, South Sulawesi, on Wednesday. “That’s why the TNI-Polri have to be cautious about security during the actual Pilkada and during the MK sessions, ensuring the readiness of the TNI-Polri forces to safeguard the regions,” he continued. Hadi expects the 2024 Pilkada stages will run smoothly and securely without any hindrances in their conduct. Additionally, post-Pilkada safety should also be guaranteed. Hadi continued that political and legal stability is essential. He believes, the situation and condition of Polhukam stability will greatly influence the Pilkada stages. “We concur that all components of the nation and state must to maintain political, legal, and security stability for the 2024 Pilkada,” he ended. Preventing Conflict Before the 2024 Pilkada Hadi Tjahjanto provided a specific message to the TNI, Polri, and BIN for the security of the 2024 concurrent Pilkada. Hadi advised that regions with possible conflicts should be anticipated before security issues arise. He said this while giving instructions in the Coordination Meeting of the 2024 Pilkada organizers in Makassar, South Sulawesi, on Wednesday. “Specifically TNI, Polri, and BIN. BIN was also present, in the mapping of regions, must determine regions with possible conflicts to anticipate security issues before they arise,” said Hadi. “TNI, Polri, and BIN have to be alert, aware beforehand, so that they can anticipate any potential issues,” he continued. Furthermore, Hadi requested collaboration from local governments in supporting the 2024 Pilkada organization. If local governments do not facilitate, the simultaneous Pilkada will inevitably be hindered. “Therefore, total synergy can ensure the successful conduct of the 2024 simultaneous Pilkada,” he said. Hadi reminded local governments to take important measures, including avoiding overlaps between the central and local governments.

Kaka Suminta emphasized that to prevent any allegations of lobbying by prospective regent and deputy regent pairs regarding administrative verification, the central KPU must step in. “There needs to be supervision from the central KPU,” stated Kaka. He added that to avert any clandestine attempts at committing fraud during administrative verification, the central KPU should enforce strict oversight. “If pairs do not pass administrative verification, they should not be given any leeway that could damage democracy,” he said.

Hasyim assured that if the Sirekap model for the 2024 Regional Elections is ready, it will be presented to the relevant commission in the DPR RI. “When it’s ready, we will report it in the hearing session with Commission II of the DPR,” said Hasyim.
